Setup MapControl Application

Hi
I work ehith ArcGis 9.3.1 and I have developed a MapControl Application with C# and ArcObjects.
I need to create the setup of this application.
The end user's pc, that hasn't ArcMap, require ArcGis Engine Runtime software before the installation of the appllication?
I have tried to install application without ArcGIS Engine Runtime in a test pc but this installation failed.

I know that with ArcObject 8.3 and Visual Basic was possible create MapControl application without install EsriRuntime, is correct?
What should I do with C# and Engine?

Could someone help me?
