How to dock the BaseToolbar within the ArcMap menu

Hi Folks,

Here I have a question about how to dock the "BaseToolbar" on the ArcMap menu just like a regular ArcMap existing toolbar, I checked the "esriDockFlags.xxxxx", kindly there is no such an options, the one I used now is "esriDockTop", but it is still within the ActiveMapView area, I prefer it likes the other toolbar on top of the MapView within ArcMap, how can I do that? Thank you for your any helps?
