Compare Two Field Value in Same ShapeFile Featureclass

Hi Everybody,

i Have try to get the two Field Value and Validate. But i don't know how to do that. If any body any idea's please tell me.

My Requirement is Voltage Field Having different types of Volt and another Field was Rated_Volt. this Field also Contains SOme Value.

If Votage Field Having 22 KV (String) then the Rated_Volt having 22 or 23 (only Number's but String Format).
