ArcGIS - best practice to update feature layer data automatically ?

Hi,

We've got ArcGIS , running on amazon. We need to sync our application data with what's out on ArcGIS's feature layers. We need to do this from a windows service on a given interval (say every 15 minutes). What is the best way to accomplish this?

I'm new to ESRI, so this may be a basic question.
