Using a GraphicTracker with a DynamicMap

I've been developing an add-in for ArcMap 10.1. I am using a GraphicTracker to draw items on the map. I have set the DynamicMapEnabled property of the map to true in order to improve the responsiveness of the map when drawing on the map at near real-time rates. However, when I attempt to draw a polygon symbol with a solid fill it always renders as semi-transparent. If I set the DynamicMapEnabled property to false, the polygon symbol renders correctly filled. I've attached a screenshot to show what I am looking at.

Has anyone else seen this problem and know of a solution?
